A sitemap must not list URLs that ask not to be indexed
Why it matters
"Please index this" and "do not index this" are one site's two answers to one question. Only judged on pages the crawl actually fetched: an entry goflag never opened has no noindex to have seen, and guessing either way would invent a finding or hide one.
